Introduction
:
Since the main function of law
is to strike a balance between individual interests as such, to reconcile
individual and public interests so as to establish justice and equality, and to
prevent the strong from overpowering the weak, law is therefore considered to be
a social necessity on which the correlation between society and regulation is
based. And given that the legal formulation of the balance between these
interests reflects the interaction of the economic, the social, the religious,
and the political factors governing society, constituted states show
considerable interest in law studies. They develop institutions that specialize
in producing professionals qualified to deal with legal problems and issues. The
developmental growth in all walks of life that the Kingdom has been experiencing
makes it necessary to create a specialized program in law studies which answers
the needs of this social growth and which is consonant with it.

MOTIVES FOR CREATING A LAW DEPARTMENT FOR
WOMEN
1.
The Saudi Job Market Need for Women
Specialized in Law Studies:
The developmental growth
experienced by Saudi society demands the creation of those human resources which
help to propel this growth in all of its economic, social and other sectors. The
need is felt for law study specialists to deal with the legal cases and issues
that accompany this developmental movement and its effects. The presence of
women law specialists is required, given their scarcity in both the public and
private sectors that need them. This is especially true in those cases and
issues where a woman needs another woman who is qualified to provide her with
legal advice. Such qualified women are then required to deal with the various
regulatory systems where they will provide, explain and accurately apply legal
advice, which is indispensable in both the private and the public sectors.
Notable instances of this are: The Ministry of Higher Education for Women,
Women’s Faculties and Colleges, The Civil Status Department and Passports,
Customs, Law Offices, Commercial Chambers, Municipal Councils, The Shura
Council, Human Rights’ Committees… etc. The Saudi job market thus has a need for
women specialized in various legal domains, which in turn require the creation
of law departments to provide the qualified staff necessary.
2.
The
growth of women's role in civil society:
The contribution of women to civil society institutions has become a requirement
of the new Arab Islamic orientation towards granting women a major role in
woman-related state affairs such as civil rights, parliamentary seats, municipal
councils, human rights’ societies, professional committees, and unions, etc…
These new roles necessitate the training of women in the legal profession, so
that they, too, can best participate in social development and contribute to
society as they should.
3.
The means to quick regulation-system production:
The continuing
evolution of Saudi society and the Kingdom’s participation in international
agreements require regulation-system planners at all levels to work out the
necessary legislation strategies to facilitate such advances. Since updating the
existing systems or creating new ones both require the participation of women,
who are an intrinsic element of society, the training of women in law studies
will be conducive to their playing an active role. Therefore, the access of
women to important positions ultimately relies on the training of women lawyers.
4.
Low-cost project execution:
The feasibility
study shows that the program requires no infrastructure such
as labs. Furthermore, what really makes this a low-cost
project is the availability of women faculty from around the
Arab world, and the housing of this department in the
existing women’s college.

GOALS AND OBJECTIVES |
The
development of the Law Department for women aims to:
-
Train qualified law specialists to
provide for Saudi women's needs, to help solve their
problems, and to represent them in civil society
institutions, in addition to other services in the
management of businesswomen’s legal affairs.

Train investigators who will contribute
to investigating activities of various sources.
-
Prepare female general attorneys for
courtrooms and judicial institutions as a prelude to
authorizing women to work in this field.
-
Provide for the needs of the state and
the private circuits by training legal consultants and
investigators qualified to perform all the types of
tasks required by the nature of work of such circuits or
committees, especially in cases where some of the
parties are women.

Qualify women trainees with both Arabic
and English linguistic skills for the formulation of
judicial documents, contracts, laws and by-laws, legal
advice and consultation, investigation and defense
documents.

Qualify women for both public and private
sector market research on demand.
-
Encourage research, writing, and
publication in the various legal fields.

Raise the standards of the staff working
in the legal field by organizing re-training sessions,
seminars and conferences.

CAREER OPPORTUNITIES |
|
Women students graduating from the law
department would be employed in the following positions:
1.
Legal
investigators and consultants in the public sector.
2.
Legal
consultants in the private sectors.
3.
Legal
investigators in both the public and the private sectors.
4.
Employees of
the sectors in charge of the implementation of judicial
decisions.
5.
Participating in Legal Aid Services.

Only
students who have successfully completed the
Preparatory Year Program will be allowed
to enroll in the freshman courses .The duration of the
PYP is one academic year - nine months. It is divided into two
semesters.

Graduation
Requirements |
|
The
Department of Law offers a flexible curriculum that leads to
a Bachelor of Arts degree in LAW. Students seeking a degree
in this field are required to take a minimum of 134 semester
hours from the framework of courses that is prescribed by
the department
